Teaching Bus Passengers Driving Safety Laws

Last weekend my wife and I took a short trip out of our city to visit some friends in nearby cities.  Weather kept us from using our new motorcycle for this trip so we were forced to endure a bit of gruesome bus travel.  We've done this plenty of times before - frankly it's the best form of transportation within Xinjiang right now - but as a recently legalized "China driver" I took notice of some signs that have been put up in many of the Xinjiang bus stations.  The rules they convey are nothing new for any person who has a driver's license, but I found the pictures to be entertaining and interesting.

Even more interesting is the fact that all of these were posted in the waiting areas of the bus station.  Correct me if I'm wrong, but most people waiting in the bus terminal more than likely can't drive, right?  So then what's the purpose of teaching bus passengers not to drive when you're tired?  I couldn't tell if these signs were for the benefit of the drivers who might pass through or to educate the passengers to keep the driver accountable.  Either way, I found it entertaining.
